Looking for an old Swiss or possibly Dutch film

Looking for an old Swiss or possibly Dutch film?
My mother remembers seeing a foreign film many years ago that she loved, but can't remember the details or title. She believes it was from Switzerland or Holland, and the story was about a family that lived in a windmill (which makes me suspect it's a Dutch film). It was an uplifting, cute film, maybe a comedy. Any suggestions? She would have seen it in the '70s/'80s, so recent films are not applicable. Thanks!

In a Dutch television series singer Herman van Veen lives with his friends in a flying windmill "De wonderlijke avonturen van Herman van Veen" It was broadcasted in several German Speaking countries as-well. I do not know how it could have been called there but the title in Dutch is like: The < wonderful, amazing, marvellous, astonishing, startling, surprising, astounding, miraculous > adventures of Herman van Veen.

Maybe "Chitty Chitty Bang Bang" from 1968. The workshop of the inventor Caractacus Potts is a windmill.
