I am considered a "US Person" according to Swiss banking rules simply because I was born in the USA?
I was born in the US but live in Ireland and only hold an Irish passport. Would Swiss banks refuse to allow me to open certain types of accounts there on grounds of me being a "US Person" simply because my Irish passport states my place of birth as the USA? I have not lived in the US since I was 2 years old.

Your citizenship status with Ireland is all that matters.

The place of birth is irrelevant, what is taken into consideration is your passport

If you were born in the US, and have not renounced your US citizenship, you are a US citizen. A US citizen would be considered a US person because of TREATIES between the US and Switzerland.
